We work to formulate strategy and policy for your organization. Strategy and policy advance the coordination and synchronization of activities undertaken by your organization to best optimize and harmonize outcomes.

We examine how best to align strategy and policy
, programs and projects and budgets; prioritize actions and interactions to implement strategy and policy, including the effectiveness of organizational structures, span of organizational control, and political and management authority; provide for revisions and updates in strategy and policy; and mediate disputes and conflicts in the implementation process of strategy and policy.


We work to develop strategy and policy for Space Launch Capabilities.
Space launch capabilities are foundational for achieving program/project ends. We assess how cost-effective and reliable space launch can address the relevant goals, demands, resources and services of security, commercial and civil space.

We work to examine strategy and policy for Space Protection. The set of organizations tasked with implementing military space programs are dependent on the use of space assets. Yet space assets are vulnerable to interference and disruption. Given these vulnerabilities, we assess how strategy and policy can help to address the protection of space assets and deter others from interfering with space assets – what are the political, diplomatic, economic and technical means to achieve optimal space protection and deterrence?

We work to assess Spacepower. Spacepower is the ability to use space to influence others, events or the natural environment to achieve one’s goals. We work with partners to develop the intellectual foundations and theoretical frameworks for examining the fundamental aspects of spacepower and its relation to the pursuit of security, economic, informational and scientific objectives. We assess the most effective projection of Spacepower to secure sustainable access to, and use of, space and freedom from space-based threats, as well as trends and developments related to security and space, and military space doctrines, mission areas and operations.

We work with partners to explore the development of strategy, policy and law for Governance and Cooperation. We identify effective means of governance and cooperation to achieve international and multinational progress towards common objectives. We determine how the international governance of space can be advanced by the development of codes of conduct and rules of the road for sustainable and peaceful uses of space, and through space situational awareness data sharing and cooperation. We establish international dialogue to advance space cooperation.

We work with Emergent and Developing Spacefaring States to develop strategy, policy and law to best optimize outcomes. We identify best practices, lessons learned and critical success factors to optimize the development of space programs and projects. We explore for developing spacefaring states how the geopolitics of space – physics, geography, policy and laws of the space domain – affect strategy and program/project development. We facilitate dialogue on space issues between developing space programs and developed space programs.

We work to ascertain strategy and policy for the development of space programs and projects. Development processes are beset by budgetary and schedule challenges that are incongruent with the stakeholder demands placed upon programs and projects. There exist organizational rigidities that "stove-pipe" capabilities on programs and projects. The state of development constricts the harmonization of the roles and responsibilities within, and among, organizations to eliminate gaps and unnecessary duplication. We assess how best to address the impacts of acquisitions, program and project requirements, budgets and operations of space systems on the development of space programs and projects.

We work to address strategy, policy and law across Security, Civil and Commercial Space. The traditional boundaries between these sectors are no longer applicable for many space activities. We investigate optimal uses of space capabilities and resources for program/project ends. What are the political and legal factors in working to develop programs that crosscut security, civil and commercial space sectors? How best can policy and law be harmonized to optimize program/project outcomes among organizational, national and international levels of concern and areas of operations?
